Benitez, who signed the EO on Tuesday, September 7, said that pursuant to Commission on Audit (COA) Rules and Regulations, a disposal committee is to be created by the local government unit with the specific task to undertake the disposal of its properties.
“There is a need for Bacolod City to create a disposal committee,” he said.
Benitez is the committee chairman, City Administrator Atty. Pacifico Maghari III is the vice chairman while its members are composed of Councilor Israel Salanga, chairperson of the City Council committee on government assets; City Treasurer Arlene Memoria; City Accountant Jeremae Ann Ceriaco; City Assessor Atty. Maphilindo Polvora; City Budget Officer Imelda Williams; City Planning and Development Office (CPDO); General Service Office (GSO) head Gilda Lluisma; and concerned head of office.
The secretariat and technical working group also composed will be headed by Secretary to the Mayor Atty. Karol Joseph Chiu and its members Executive Assistant Rodel Parcon, City Auditor Jose Ray Agpangan, and retired general Primitivo Tabujara.
Under Section 2 of the EO, the disposal committee will conduct inspection of properties of the city that are to be disposed either because they are unserviceable, no longer needed, or as requested by the user or custodian of the property.
Its function includes making a master list of properties to be disposed indicating their descriptions, quantity, accountable or assigned person/office, reason for disposal, their appraisal value if any, and the mode of disposal.
The committee will also submit a master list of properties to be disposed to the COA, City Council, and other concerned offices and supervise the conduct of actual disposal of property in accordance with existing laws and regulations.
The secretariat and technical working group were also tasked to provide the needed technical and administrative support, document the proceedings of the committee, keep the records of the committee, and perform other functions which the committee may require.
Section 4 of the EO states that the GSO as the custodian of the properties of the city, shall keep the record of disposed properties.*
