BACOLOD City – Policemen of Moises Padilla, Negros Occidental tried serving a warrant of arrest to Councilor Fred Villaflor Bangcaya, 45, in his house on Oct. 15, but he was not there.
The councilor has been charged with rape, according to Moises Padilla police chief, Police Major Randy Babor.
Bangcaya’s whereabouts were unknown as this was being written. He reportedly filed an indefinite leave of absence from the Sangguniang Bayan.
“He is facing five counts of rape charge,” Babor said.
Acting Presiding Judge Eric Anthony Ateniao Dumpilo of the Regional Trial Court, Branch 64 (Guihulngan, Negros Oriental) ordered Bangcaya’s arrest on Oct. 15.
The case is a non-bailable offense.
In a complaint, an 18-year-old Grade 11 student claimed she was raped “multiple times from January to April this year.”
Members of the local media tried to reach Bangcaya for a comment, but he has yet to respond./PN
