The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) in Mactan said earlier that heavy rains will be experienced in Cebu due to the low pressure area (LPA), which was spotted 380 kilometers east of Surigao City in Surigao del Norte as of 6 a.m. Thursday.
Pagasa-Mactan said the shear line is also affecting the Visayas and southern Luzon.
It added, though, that the LPA is likely to develop into a tropical cyclone. (ANV/LMY)
