In a memorandum dated January 11, Lacson cited that LPA shear line was spotted in Hinatuan, Surigao del Sur, affecting the eastern sections of Southern Luzon and Visayas.
It brings continuous rains, possible flooding and landslides in the province, the governor said.
He advised all concerned agencies, offices and local disaster councils to conduct pre-emptive evacuation, if necessary.
Lacson said that the blue alert status is effective until the weather condition improves.
Under the Blue Alert Level, all Disaster Risk Reduction and Management Councils of the LGUs are placed on standby to monitor and respond to emergencies brought by heavy rains and that residents at flood-prone areas and low-lying areas are advised to immediately do the preemptive evacuation against possible flooding.
Caelian, for his part, said they have put all disaster teams on heightened alert.
The continuous rain for many days has “saturated the soil,” Caelian said.
