Ang Mindoro at Palawan ang dalawang malaking Off-Grid islands na hindi konektado sa national grid. Sa paliwanag ng ORMECO, yung power ng Palawan at Oriental Mindoro ay galing sa power plants na karamihan ay diesel plants: Power One Corporation; Mindoro Harvest Electric Corp.; ORMIN Power Incorporared; DMCI Power Corporation (Bunker-C Plants). Ganun din ang POC, Roxas; POC Bansud; POC Calapan City at NPC Bansud (mga Diesel power plants). Bukod pa ang renewable energy tulad ng hydro at Wind.

Ang island generations, kung sakali’t kailangan pa rin kahit Mindoro at Palawan ay konektado sa Luzon grid para sa reliability, lalo na kung pinsalain ng malalakas na bagyo ang transmission lines. May alternatibong pagkukunan ng kuryente na nasa isla. At kailangan din ay kalat-kalat ang mga planta sa isla ng Mindoro. Ang baseload dapat mas murang teknolohiya at fuel. Ang mga plantang diesel ay reserbado lamang. Kung ang kuryente galing Luzon na dadaan sa submarine cable kung sinasabing mura, pero delikado kung masira naman ang linya at walang power plants sa Mindoro at Palawan. Payo ng ORMECO board, isang “extensive project study” muna bago ipagawa. Ang Or. Mindoro mula noong Hunyo-Hulyo 2022 ay nakaranas ng apat hanggang limang oras na  rotational brownout sanhi ng kulang sa suply ng kuryente na galing planta ng renewable energy. Ang hydro power ay natutuyo kapag tag-init at wind power at tumitigil.

Matatandaan, noong 2011, may plano na ang National Power Corp.,(NPC) sa Page 2 ng Notice of Virtual Hearing ng NPC July 8, 2021 “(6)..House Bill No. 1370 was filed & sponsored by several Party-list Representatives from the power industry, which directs NGCP to undertake necessary actions for the immediate interconnection of Mindoro & Palawan to the Luzon Grid..estimated cost of the proposed project is PhP16,871,440 Million with an implementation period of 110 months (9 years).”

May unang inisyatibo na ikonekta ang Mindoro-Batangas mula sa House Resolution No. 726 na iniakda ni  dating Or. Mindoro Cong. Rodolfo G. Valencia (RGV). Na kanyang inihain noong Hulyo 21, 2010. Suportado ito ng ORMECO mula sa board resolution no. 11-14 at ang Occidental Mindoro Electric Cooperative o OMECO board resolution No. 38-201″ sabi ni RGV.

Kanyang nilinaw, “hindi pa deklarado noon ang Verde Island Passage (VIP) na “Center of the Center of Marine Biodiversity in the World.” Pero ngayon, deklarado na itong marine protected area. Iba na ang kanyang pananaw nang  malaman na napaka delikado pala ng submarine cable sa iniingatang Verde Island Passage (VIP). “I am not supporting Batangas-Mindoro submarine cable, we must support the law. We must rally against it. In fact, i know the world environmentalist will oppose the project. Ang Batangas-Mindoro Interconnection Project ay malabong mangyari” sabi ni Or. Mindoro former Governor/Congressman Rodolfo G. Valencia o RGV.

Dagdag pa ni Cong. RGV, “isa pa kung bakit malabong matuloy, si dating pangulo Gloria M. Arroyo, na may EO No 578 na pinagtibay. Sinasabi dito na “establishing the National Policy on Biodiversity, prescribing its implementation throughout the country, particularly in the Sulawest Marine Ecosystem & the Verde Island Passage marine corridor. Whereas, the 1987 constitution provides in Sec. 16 of Article 11, that the State shall protect & advance the right of the people to a balance healthy ecology…”

Sabi ni RGV sa may akda tungkol pa rin sa submarine cable “that was 12 years ako, hintay tayo ng hintay sa wala at imposibleng mangyari. Oras pumutok ang cable sa ilalim ng dagat, wasak ang Verde Island Passage (VIP) na “Center of the Center of Marine Biodiversity in the World. Heto na ang DMCI para sa ultimate solution sa delubyong kuryente higit sa health sector” sabi ni RGV.

Si dating Governor at Congressman Rodolfo G. Valencia o mas tanyag sa Mindoreño bilang RGV ay kabilang sa “Philippine Top 50 Tycoons, Taipans Entrepreneurs ( BizNews Asia). Kung bakit ganun na lamang ang kanyang pagpupursige na mapabuti ang kuryente, sabi niya “dalawa lang sa mga kaibigan ko na kabilang sa 50 (taipans) na hihikayatin ko na mag-invest sa Mindoro, biglang lago ang ating ekonomiya. Problema pag tinatanong ako kung ok naman ang kuryente, nagdadalawang isip silang mamuhunan.”

Ang Information Technology Park o IT-Park na itinatayo sa Calapan City, ay lubhang nakadepende sa serbisyo ng kuryente. Libong bultahe ng kuryente ang kailangan dito.

Ang RGV Group of companies ay limang (5)dekada na sa real estate industry. Itinayo ang Mindoro Kabuhayan Foundation Inc. (MKFI) na binigyang pagkilala bilang “Oustanding NGO” na pumalo sa higit 80,000 ang benipisyaryo.

EPEKTO NG INTERRUPTION

Ang power failures ay peligroso: Surgical risk increases, medical procedures, healthcare is dependent on power. Lahat ng ospital sa Mindoro (Oriental/Occidental) merong backup generator na walong oras aandar pag may brownout/blackout. Lahat ng medisina ay angkop sa 4-25 degree celsius.

Sabi ni Dr. Mario Sales, MD Bansud Rural Health Unit “ang hindi po stable na supply ng power lalo na sa  health offices ay malaki po epekto. Una po sa mga refrigerator namin na nilalagyan ng vaccines. Maaari po itong masira kapag madalas nawawalan ng power. Ma-spoil po ang vaccines, equipment po sa laboratory nasisira….lahat po ng vaccine.”

Sa paliwanag naman ni Dra. Niña Punzalan ng Pinamalayan RHU o Rural Health Unit “mas ramdam ang epekto ng power interruption sa mga ospitals. Dito sa RHU, may naka standby power supply ang LGU. In terms of vaccine storage po naman, nag-purchase ang LGU ng freezer na tumatagal na kahit ilang araw na walang kuryente.” At todo suporta umano sa sektor ng kalusugan sina mayor Aris Baldos at Vice Mayor Rodel Magsino.

Ayon naman kay Or. Mindoro Provincial Hospital o OMPH New Chief of Hospital Dr. Dante Nuestro ” normal ang operation ng ating provincial hospital kahit mag-brownout, very supportive si Governor Bonz Dolor sa health program, may standby generator ang ospital.” Noong Marso 14, 2022 (Lunes), nag-ground breaking ceremony sa OMPH Dialysis center. At blessing ng OMPH Molecular Laboratory. Binigyang pagkilala si Governor Bonz Dolor bilang Top 1 performing governor sa MiMaRoPa at Top 6 Performing Governor sa buong Pilipinas.

Nag-ugat ang parangal kay Governor Dolor nang ang Or. Mindoro noong 2020, dahil sa sektor ng kalusugan ay tinamaan ng pandemya. Inagapan agad at nilapatan ito nang madiskarteng local governance. Nakapagtala ang OrMin ng 4,509  kaso ng covid, 96% ang gumaling. Pinalakas ng provincial government ang medical workforce. Nagdagdag si Gov. Bonz Dolor ng 23 doctors, 31 nurses para sa OMPH. Naging level 1 Accredited hospitals ng DOH ang Or. Mindoro Provincial Hospital; Or. Mindoro Central District Hospital o OMCDH sa bayan ng Pinamalayan at ang  Or. Mindoro Southern District Hospital (OMSDH) sa bayan ng Roxas. Naglagay din ng GENEXPERT Machine System na kauna-unahang Covid-19 Lab sa buong Pilipinas. Nagproseso agad ng 12,377 specimens noon.

Ang Or. Mindoro Central District Hospital (OMCDH) sa bayan ng Pinamalayan ay “upgraded” na bilang Level 2 ang laboratory. May regular blood letting activites ang OMBC (Or. Mindoro Blood Council) may pandemya o wala. Noong June 2020: 185 blood donation activities; 8,416 blood donors; 1,709 beneficiaries. Ang pinakasumagip sa gastusin ng mga indigent patients ay Malasakit Center ni Sen. Bong Go na personal na hiniling ni Gov. Dolor. May P50K medical assistance bawat pastenyeng Mindoreño sa Or. Mindoro Provincial Hospital (OMPH). May One-Stop-Shop na para sa DSWD, PHILHEALTH at PCSO. Bukod pa ang “Sampu Mo, Sagot ng Kapitolyo.”Sa mga government hospitals, may P10k medical assistance din bawat pasyente (qualified).

Kaya naman puspusan makahanap ng ultimatum na remedyo sa kuryente sina RGV at Joanna Valencia ng grupong ORMINVEST (Or. Mindoro Investment). Tulad noong Setyembre 2018, may inilabas ang Department of Energy o DOE na “Report on the Assessment of the Power Situations of Mindoro Island.” Kasama sa “main findings”ang assessment ng ORMINVEST, na ang Or. Mindoro Electric Cooperative (ORMECO) at Occidental Mindoro Electric Cooperative (OMECO).

Mula pa 2019, nang maupo bilang governor ng Or. Mindoro si Governor Humerlito “Bonz” Dolor sa paghahanap ng solusyon para maremedyuhan ang kuryente. Kaya agad niyang pinulong ang lahat ng kinatawan ng IPPs o Independent Power Providers upang kunsultahin sa suplay ng kuryente. Ang di mareremedyuhan umano ay ang  Renewable Energy o RE hanggang ngayon ay mahina ang suplay. Ang mga hydro power ay natutuyo kapag tag-init. Ang Wind power naman sa Puerto Galera ay humihinto. Sa ipinasang data ng ORMECO: Total available Capacity-48.25  MW. Kumpara sa PEAK Demand-45.67MW. Maliit ang reserve na 2.3MW. Ang wind power ng PHESI sa Puerto Galera na 6.0 MW ay zero (0.0). Ang  LCMHPP o Linao-Cawayan Mini Hydro Power Plant ay (1.5) at 0.6; IMHPP o Inabasan River Mini-Hydro Power Plant na(6.0) ay 3.3.

At noong August 4, 2022, ginanap ang Emergency Power Supply Agreement para sa 22.3 MW Dependable Capacity Energy Power procurement sa pagita  ng ORMECO, DMCI at TopTeam Power Generation. Wala ng Rotational Brownout. Pero hindi 100% “No brownout” ayon kay PSAGM Humphrey Dolor na June 2022 lang naitalaga ng NEA Office Order No. 2022-121. Ang RE ay laging nasa low avarage hanggang zero tulad ng Wind power. May “tripping” sanhi ng mga sanga ng kahoy na nakalapat sa wire lalot nasa bundok na lugar. May “force majeure” na hindi maiiwasan.

Sa plano ng National Grid Corporation of the Philippines o NGCP at National Power Corporation na Batangas-Mindoro submarine cable, ayon sa industry practitioners. “It is not clear, whether the submarine interconnection will really be beneficial to the electric consumers in Mindoro & Palawan by

providing them with reliable power supply & lower rates; Will it reduce electricity rates in these islands?

Dagdag dito “the provinces sorrounding the VIP (Verde Island Passage) are crafting a petition for the United Nations Educational Science & Culture Organization (UNESCO) to declare the marine life-rich body of water as a WORLD HERITAGE SITE.

Itong Coal-fired power plants o CFPP ay may teknolohiyang Circulating Fluidize Bed o CFB na itatayo sa bayan ng Bulalacao. NO COST TO MINDORO! National government ay walang gastos! “Pagtulungan natin ang problema sa kuryente at maglatag ng proposal kung sino may idea” RGV. At nabuo ang Alliance of Stakeholders for Sufficient & Affordable Power o ASSAP.

Panawagan nina former congressman RGV, Gov. Bonz Dolor at Joanna Valencia “this is no longer the time to blame, but for all to work together for our beloved Mindoreño.”
