Mula sa bagong transport terminal sa Brgy. Irawan, hanggang sa city downtown, ay P50 ang napagkasunduan kahapon na pamasahe kada indibidwal sa meeting na isinagawa ng mga miyembero ng Irawan-Sicsican Tricycle Operators and Drivers’ Association (ISTODA).

Ngunit ayon sa presidente ng federation ng TODA sa Puerto Princesa na si Efnie Lusoc, maaaring pansamantala ito dahil tinitingnan pa nila kung ano pang puwedeng adjustment ang magagawa sa pamasahe mula sa bagong transport terminal na kailan lang ay tinuligsa dahil sa layo at sa sobrang singil ng ilang mga driver ng tricycle.

Base sa kanyang pagsusuri, hindi dapat aabot ng P50 ang pamasahe kung ang magiging basehan ay ang umiiral na taripa na P12 sa unang dalawang kilometro, at karagdagang P2 sa kada kilometro na susunod.

“Pansamantala yon lang muna. Meron tayong taripa at doon tayo naka-base—yong regular na taripa natin. Kung titingnan mo sa regular na taripa natin, hindi talaga siya dapat aabot sa P50 o mahigit P40,” ayon kay Lusoc.

“Napagkasunduan na lang natin na at least dito sa bayan, medyo malayo naman ang biyahe kasi dadaan pa ng Abanico yon, kaya yon (P50) ang napagkasunduan. Pero baka may adjustment pa rin kaming magagawa dyan para makabawas bawas sa pamasahe na gastusin ng mga pasahero natin,” dagdag niya.

Ang layo lamang ng bagong terminal, ayon sa kanya, ay nasa halos 13-14 kilometro kaya ang pamasahe ay dapat mas mababa pa sa P40. Kung susumahin, aabot lang sa P36 ang ibabayad ng kada pasahero. Kung arkilado ang tricycle ay maaaring umabot ng P150 mula sa bayan (vice versa) basta ang pasahero ay walang mabigat na pangarga.

Kung ang panggagalingan ng pasahero ay Junction 1, ito ay tinaya niyang nasa 12 kilometro kaya dapat mas mababa pa ang pamasahe hanggang bagong terminal.

Kapag ang pasahero ay may mabigat na pangarga, maaari naman umano itong pag-usapan ng maayos na may paggalang sa isa’t-isa.

“Mag-a-adjust dapat talaga. Dapat susunod tayo sa taripa,” paalala ni Lusoc sa mga drivers at operators ng tricycle, dahil ang mga lalabag ay maaaring patawan ng penalty na ang pinaka mabigat ay ang pagtanggal sa kanila bilang miyembro ng TODA.

“Hahanap pa tayo ng paraan na makapag-adjust pa at makatulong ng konti pa at kumita rin ang mga kasama natin. Kesa naman mag-overcharge sila ng P300, hindi naman tama yon. Sisiguruhin natin na maayos ang serbisyo sa pasahero kasi ang binabayaran nila ay maayos na serbisyo,” ayon kay Lusoc.

Napag-usapan din sa meeting ng ISTODA na dapat ay ipaskil na taripa sa bagong terminal para maiwasan ang overcharging ng mga tricycle driver. Dapat din na may ID sila na makikita sa loob ng tricycle para sila ay makilala ng pasahero, at dapat ay legal ang kanilang pamamasada.

Mayroon din silang magiging aksyon na suriin ang “road worthiness” ng mga tricycle para malaman kung makakapagbigay pa ito ng maayos at ligtas na serbisyo.

“Titingnan natin yong mga driver kung magiging maasyos sila, then titingnan natin yong mga sasakyan nila kung maayos kasi baka mamaya kakaragkarag na yan galing terminal kung may pangarga ay hindi makarating sa bayan. Dapat updated ang mga rehistro nila at may driver’s license,” ayon pa rin kay Lusoc.

Sa Lunes, January 16, nakatakdang tumungo sila Lusoc sa Irawan upang iayos lahat ng isyu at tingnan kung sino ang mga miyembro ng ISTODA na puwedeng pumila at iinspeksyunin ang kanilang mga dokumento upang alamin kung sila ay compliant.

Ang aktwal na miyembro ng ISTODA ay nasa 130, ngunit ang puwedeng pumila ay maaaring nasa inisyal na mahigit 40 lamang dahil kung hindi lilimitahan ay mawawalan naman ng transportasyon ang ibang residente sa mga kalsada ng mga barangay ng Irawan at Sicsican.

“Kung kukulangin ay maaari naman nating dagdagan nang manggagaling mula sa ibang TODA para naman hindi rin mawalan ng tricycle na mamasada sa Irawan-Sicsican area,” pahayag niya.
